North preempts 2 and East passes. If South had one more , he might think about going somewhere with this, but his hand just looks like it should be a good supporting hand for partner but not all that interested in bidding more, and strong enough that the opponents may not be able to say much of anything. Sure enough, West has nothing to say and passes this out.
It was a NS hand anyways, so this is the best place all around. North loses 1 (as long as he pins Jx in West, although that is not a given) and 2 right away, and as long as the defense leads trump, they should be able to get declarer's 3rd loser before declarer can ruff it.

East passes and South opens 1 with an aim to likely rebid 2NT (or raise .) West overcalls either 1 (if partner can answer with 4-card Majors) or a takeout double. Over 1, North can double to show 4-4 in the Majors, and South jumps to 3. North easily raises that to game. (Over X, North will start with 1. East still passes and South then proceeds with his 2NT plan. Now North can bid 3 and South raises that to 4.)
With North declaring, declarer can be held to just 10 tricks if the defense gets their 2 tricks right away and then sits back for the . (If South were declaring, West can't lead and then declarer would have a chance to pitch one on .)

South preempts 3, which West passes. North can either take a chance on 3NT or bid the probably safer 5 (which also blocks the opponents from bidding 4) - the choice may depend on the form of scoring. East keeps quiet as well, so here we are.
In any contract, the only tricks for the defense are the top 2 (and South's Qxx is even a stopper!)

West opens 1 and North overcalls 1. Vulnerable, East probably just passes (negative double or 1NT also possible), so South has a odd hand to bid. Partner is only an overcall, so might be light, but South has stoppers and 11 points. He could bid a top-of-range 1NT, or possibly something else if East hadn't passed - a penalty X of East's 1NT or a redouble of East's X. North will pass any NT bid or just rebid 2 if forced to take another bid, and South should pass that. (Another auction exists if East makes that takeout double and South bids 1NT - then West probably bids 2 and might end the auction there if South doesn't double back in.)
So let's look at the play in NT for South. Even with 21 combined points, NS can't get to more than 6 tricks without help when nothing really breaks and so many intermediate honors are missing. Declarer can get 1, 2, 2, and 1, but trying for any more tricks will just open declarer up to the defense.

North passes and East opens 1. South passes and West starts with 1. East rebids 2 with the unbalanced hand, so West game forces with the 4th suit of 2 if he thinks partner might still have 3-card support; or if he is pretty sure partner would have raised already with an unbalanced hand and 3, he can just bid 3NT now. Over 2, EW should also wind up in 3NT, but the defense might get to hear more about East's shape on the way.
West can make 9 tricks because North can't as profitably lead . West can come to 3, 4, and 2 without losing control even though he has to give up a loser and a loser.

East passes, South passes, and West opens 1. North passes that since he was planning to open 1, and so East bids 1. Now West rebids 4 (instead of the planned 2NT since he found a fit), and that's it. (With such a flat hand and only 18 HCP, an expert West might also consider just 3, leaving it to partner to decide on game or not.)
Unfortunately, this won't quite work. Declarer loses the minor Aces and at least 2 tricks - in fact, he'll have to be careful not to lose 3 (or 2 and a ruff - meaning he has to duck the Q lead.)

South opens 1 and West overcalls 2. North is most likely to just pass (although if he feels he really needs to say something, he could double.) East bumps to 3, and that seems like it will end the auction.
It's a good stop - West loses 1, 1, and 1, and then has to deal with repeated leads from the defense that should eventually lead to one more loser there, but it's also possible the defense doesn't find that line.

West and North pass, but East opens 1. South can double that comfortably, and West passes again. If North views this as a "bad" 8-count, he can bid 1; if he views this as a good hand, he can jump to 2. East probably tries 2 if he can, and South bumps (or just bids 4 if North showed values). North takes the invitation if he hasn't shown values, so NS look like they should get to game.
And that's a good thing - declarer can lose just 1 and 2, as long as he manages his trump well and doesn't try to pull them all before he ruffs a bunch of and the defense doesn't make his life a lot more difficult by leading trump. (He can still make it if they do, but it's quite a bit more difficult.)
