He can come to 2♠, 3♥, 3♦, and 1♣, but the defense would have something to say about it first (and he would have to get the ♠, ♥, and ♦ totally double-dummy right, which isn’t terribly likely) - so it’s more likely the defense can get their 5 tricks in 4♣ and 1♦ first or declarer slips up in one of those other suits to not get his maximum tricks.

North doesn’t really want to just pass but doesn’t like double much either, so he can overcall 1♠. East passes and South makes a 2♥ cuebid to show a limit raise of ♠. North is accepting game but will try to talk partner into 3NT instead, and South with a flat hand of his own might leave it, but he probably corrects to 4♠. 4♠ is easier to play - when East leads his (obviously to North but not to West necessarily) singleton ♥, North should be careful to a. not take the finesse and b. not play the ♥2 at trick 1, leaving some doubt in West’s mind as to how many ♥ East has. But then since East only has one trump anyways, declarer is safe as long as he doesn't take the finesse and loses just 1♠, 1♥, and 1♣.

If he had a singleton somewhere, the LR would be much clearer. In either case, though, West will want to go to game, and in the LR case, West probably gets excited about a slam. West could try to show ♣ shortness, but East doesn’t really have anything with which to cooperate, so this will fall on West again to go further than game. If he somehow knows that East has 4-card support, that could help, and asking for Keycards gets a good answer of 1 with the Queen, but it’s also entirely possible this hand just settles in game, especially if East just made the simple raise. Slam looks easy here but actually requires some careful timing and successful finesses since the trump are not 2-2 and South also only has 2♥. A clever declarer could get away with losing only the 1♣ by double-hooking the ♦ but most will make just 11 tricks.

So North gets to start with 1♥ and South can just rebid 1NT. North makes a game-forcing bid now if he can (with something like 2-way New Minor Forcing ) or just starts with regular nmf and waits to set the Game Force later, or bids 2♠ if forcing. South shows 3-card ♥ support and probably a maximum with this very prime hand, so North can jump to Splinter into 4♣ if he has room or just cuebid 4♣ to show 1st round control. South can show the ♦A with 4♦, and North then has to slow down with 4♥ because he can’t control the S suit - but South can, so South could go on. If South does, they’ll likely get to the 6♥ slam, but lots of partnerships probably end in game. Now it happens all the tricks are available to North as long as he ruffs 2♠ (at least 1 high) before he pulls trump, and he takes the ♦ finesse.

It’s not really such a crazy hope, but it does not work on this hand. North’s ♥ means that suit isn’t going anywhere productive, and the ♠ aren’t really under great control, so declarer probably really only comes to 8 tricks here - 1♠, 3♥, 3♦, and 1♣. The defense could help by leading ♦, but that might not be enough. (If East had somehow passed 2♥, the defense would have a chance at beating that by leading ♣.)
