There is no rush for a jump rebid by North playing a game forcing 2 over 1 system, and many who do have adopted the idea that a jump rebid of spades shows an absolutely solid suit (AKQJx or AKQTxx or AKQxxxx) with some side high card control (A or K). There is merit in keeping the bidding low, as evidenced here, for now North knows that South has spade support.

North also benefits by having room to control bid 3 and 3 is music to North's ear. Now 1430 Roman Keycard Blackwood for spades reveals the necessary information to contract for a small slam (bidding a grand slam missing a key card would be an aberration that does not deserve to be rewarded.

South is pushing to invite, and if it is the partnership's style to invite aggressively and accept soundly, then North can pass 2NT because of the scattered values and the questionable Q.

Indeed, if looking at the NS spade holdings and being told that East would lead his six card suit, you would never, ever want to be in game, and might expect even 1NT to fail!

But that J doubleton coupled with (A) the magic combination of the Qx and Txx creates a full stopper in the suit and (B) there is no entry to the spade suit, makes 3NT a reasonable enterprise.

West has too many points to give up on game, so after a 1NT forcing response, 2NT is invitational. The Q is a good value in partner's suit, although not as good as if it had been accompanied with a couple of small spades!

There is no slam sniffing likely on this one, which makes with just 28 HCP missing many cards. A onside, Q findable, and a double finesse in diamonds working, just in case!
