North opens either 1 (upgrading to a 2NT rebid) or 1NT - with a shaky suit, 1NT seems more fitting. East passes, and South just makes the most expedient bid of a direct 3NT. (Over 1, this probably went 1 - 1NT* - 2NT - 3NT.)
The 1NT - 3NT auction has the advantage of leaving East is the dark about what to lead, and he may very well choose . That would give declarer 2 tricks, 3 tricks, 1 trick, and 5 tricks.

East opens 1 (probably) and South starts with a double since he's too strong to overcall 1. West passes and North bids 2, so East passes. South now rebids 2, and North is a little tortured - he certainly has enough points to get to game if partner can double-and-bid, but he doesn't really have either red suit stopped nor does he have real support. Having said that, his best bid is probably to raise on honor-doubleton to 3 (or even just a straight 4), and then South can easily bid 4.
The defense can get 3 tricks against 4, but only if they tap declarer a few times in so that he will eventually lose a trick to West's 4th . Note that 3NT could work if the defense (probably East) leads a small red card - then declarer can win that lead and rattle off 10 black tricks (but if the defense intuits the A, it's over for declarer.)

South passes and West opens 2 (although this may not be a good enough hand for some partnerships, 2nd seat red vs. white.) North also passes, and East feels compelled to introduce his long suit, considering the extra length enough to make up for the high card points he lacks to make a forcing bid. But happily West raises , and so East is comfortable bidding game - in fact, West should probably just go all the way to 4 right away. (In the version where West doesn't preempt but passes, North opens 1, East bids 1, South doubles, West raises to 2, and East still bids 4, even if NS find the .)
It will be important here to start with the honor in the short hand for pulling trump, but then declarer should be able to just lose 1 and 2.

West passes, North passes, and East opens 1NT. South passes, and the rest follow.
The defense probably has to go after to beat this, although declarer is going to have some transportation issues. If South leads a small , he gives declarer an extra trick and an extra trip to the dummy, and that may let him make the contract by leading a right now. If South leads a small , things go much more smoothly for the defense and they can come to 2, 2, 2, and 1 with good shifts from North whenever he's in.

North probably opens this on Rule of 20 , although the suits are not great. East then overcalls 1 on another pretty wretched suit but almost an opening hand (or he may pretend that's only a 4-card suit and double instead.) South bids 1 over a double or doubles over 1, and so West bids 2. North bids 3, and South probably tries 3NT. (If North passes over 2, South has to decide whether to offer 2NT or 3NT.)
Even with some pretty nice cards, declarer will have a very hard time getting to 9 tricks. The defense can still come to 3, 1 (at least), and 1.

East passes, South passes, West opens 3, not so worried about his 2 outside Aces now that partner is a passed hand. North has a tough call but probably bids 3, and East raises to 4. South is going to be hard pressed not to bid 4, but then that looks like the end of it when neither West nor East really want to double or bid on.
We have passed the point of genuinely making contracts, so EW's best score would have been to double (and beat it, not a guarantee!), but going positive may score decently well anyways. Declarer loses 1, 1, and 1, (and does need to get the Q right to not lose a trick there) and then the defense would need to get West to get his ruff by playing his A while there's still a way to get to get to East, which might have been burned on opening lead with a big - which is all just to say the North might make this!

South passes since he can't make a Support Double(s) and has a minimum hand, so West also passes, North isn't giving up, but now that he knows partner has at most 2-card support, he can can reopen with a double, and South can decide on 2NT or 3.
It happens that there are 9 NT tricks here - 8 easy ones with the top 5 and top 3, but then another in a Major - probably led by the defense at some point, but also possible to force out.
