North passes and East opens 1 with his extra shape. South overcalls 1, and so West probably just bids 3NT right away as the most expedient bid.
Just a few tweaks and this game would make, but with the cards as they are, declarer can't quite get to 9 tricks, especially on the presumed lead. Declarer can get 1, 4, 2, and 1, but the defense can prevent any more than that pretty easily.

East passes, South passes, and West probably scrapes up a 1 opening, mostly planning to pass whatever partner responds. The biggest advantage to opening this hand, though, is that it makes it quite a bit harder for North to bid - double is a bad idea, not quite strong enough for 1NT, but with 14 pts, he really would prefer to say something and not pass, so it looks like a 1 overcall. East then could bid 2, and South raises to 2. West is done, North is done, and now East would have to decide on passing or 3 - non-vulnerable, he may take the push to 3. It's possible North wants to double that, but with such a flat hand and no Aces, he probably just lets it go.
Doubling would have been the right call here, as West can be set two tricks - losing 2, 1, 2, and 1.

South passes and West may or may not open 1 - depending on partnership agreements. If he does, then North can overcall 2 (or double), and East can double. South bumps to 3, and no one else has a strong desire to bid any higher. (If North doubled, East bids 1, South passes, West rebids either 1NT or 2, and East corrects to 2.)
But this is just a tad too high (and hard for South to know that 2NT was actually the place to be.) Here in 3, North loses 2, 1, 1, and 1 to just miss making.

West opens 1 with shape, and North passes. East starts with a 1 response, which keeps South quiet. West rebids 1 to show his unbalanced hand. North passes that, and so does East, knowing that with 17+ points, West would have jumped, and so there's not a good chance of missing game here. So now South may do something - and even knowing he's setting himself up for a challenging trump break, he can bid 2, and North probably just leaves that there. Now East has to decide if it's time to bid 2 - knowing that he can probably play this on a crossruff (he's short in , partner very probably short in ), he leans to yes and bids 2. But North may not sit for that and could bid 3, and now it seems like we've found the end either here or back in 2.
As it happens, the 9 tricks that are available here in could also be found in NT, but declaring at all should probably be good for NS. The situation is pretty well telegraphed, so declarer can lose just 1, 1, 1, and 1 to make. (If EW are allowed to play 2, they can make that as well, so it's entirely possible the scores on this board are all over the place.)

North opens 1 and East passes, so South responds 1, which West passes. North rebids 2NT to show the 18 pts, and South uses whatever system he needs to (New Minor Forcing, Wolff, etc.) to find out that there is not an 8-card fit, and so they play 3NT.
East has a pretty good count on the now, and since his hand is so weak, he may try to lead to help out partner's marked 5-card suit, but that actually helps declarer here (or at least doesn't attack his weakest point.) The best lead for the defense is a from East, with West playing the J unless declarer plays the K from dummy. Then West has to switch to the J to eventually get East in again with the Q to play more to get at least a 2nd trick there for 2, 1, and 1 for the defense (or 2and 2).

East opens 1 and South can overcall 3 pretty easily at this vulnerability (but could also pass - which leads to EW finding their fit). West then has very little to bid, as he doesn't even really have enough to make a Negative Double at the 3-level. North also passes, and East wasn't wild about his "Aces and spaces" to start with, so 3 it is! (If the auction progresses that EW find the fit, it's also possible that West competes to 3 and plays it there OR NS get to 3 anyways and West leaves it.)
3 is close, but not quite - declarer loses 1, 1 (on the good guess), 1, and 2 as long as the defense doesn't help out.

In 3, declarer does just fine. He does need to take some care balancing pulling trump with using trump to set up suits (like the ), but he should be able to get away with losing just 1, 1, and 2 (or 1 and 1 something else when he doesn't pull all the trump.)

West opens 1 and North overcalls 1 (not a great suit, but a decent 10 points.) East then doubles with his 4c, and South passes. West rebids 1NT, and so East just raises to 3NT.
It turns out that are declarer's biggest source of tricks! It's not hard to put the J in North's hand, so declarer can pick up all 4 tricks there, 3, and 2 to make 9 tricks. (If North doesn't bid, it is harder for declarer to get the right.)
